Cebu Launches Philippines' First Local Bus Subsidy Program
The Cebu Provincial Government, Department of Transportation, and LTFRB launched the Philippines' first local government-led bus subsidy program on 17 June 2026. Called 'Tabang Pangbyahe', it aims to tackle long-standing public transport issues in Metro Cebu. Metro Cebu currently faces significant transport challenges, with 70% of residents relying on public transport but only 10% of vehicles serving commuters. The program seeks to address this by improving availability, accessibility, and reliability.
A budget of P20 million has been allocated to support participating bus operators. In return, they must meet strict standards, including GPS monitoring, CCTV, and full accessibility for senior citizens and persons with disabilities. Buses must also enforce a no-standing policy and maintain operational air-conditioning at all times.
The pilot routes will cover two key corridors: the northern route from Cebu IT Park to Danao City and the southern route from the Cebu South Bus Terminal to Simala in Sibonga. The goal is to reduce waiting times from up to one hour to just 15-20 minutes.
Implementation is expected by the end of June or the first week of July 2026. If successful, the initiative could serve as a model for other local governments across the country. The program’s standards and subsidies aim to provide faster, safer, and more reliable bus services for daily commuters in Metro Cebu.
