FAS Proposes to Index Tariffs in Krasnodar Airport and Five Others

Russia's FAS proposes steep airport tariff hikes to fund Krasnodar Krai upgrades

The Federal Antimonopoly Service (FAS) has proposed changes to government-regulated tariffs for several Russian airports. The draft orders include adjustments for Krasnodar’s Pashkovsky Airport and five others in Krasnodar Krai. The updates aim to support infrastructure maintenance and investment projects in the region. Russia’s updated territorial planning framework outlines reconstruction and expansion projects for multiple airport complexes in Krasnodar Krai by 2036. As part of this, the FAS has suggested a one-time tariff adjustment for six airports, including Krasnodar.

The new rates were calculated using the economically justified cost method. This ensures operators’ expenses are covered based on service volumes. Passenger service fees on domestic routes will rise by 46%, while takeoff and landing fees will increase by an average of 34%. Charges for transport security will also go up by 37%.

For airports with new terminals, the FAS has proposed setting long-term tariffs through 2029–2030. These adjustments are designed to help operators maintain infrastructure and ensure the profitability of ongoing projects. Higher service fees may influence ticket prices and passenger demand. The changes are part of broader efforts to modernise and expand airport facilities in Krasnodar Krai. The proposed tariffs will apply to both existing and upcoming infrastructure in the region.
