Tallinn will build a new tunnel to link Lasnamäe and Ülemiste City as part of the Rail Baltica project. The €9.8 million underpass aims to improve movement for pedestrians, cyclists, public transport, and vehicles. It will run between Peterburi tee and Suur-Sõjamäe street. Currently, the railway at this location can only be crossed via a pedestrian bridge. The new tunnel, called the Kantsi underpass, will provide a more direct and accessible route for all traffic types.
Tallinn City Council greenlit the project in May 2021. The tunnel is part of a broader plan that also includes a new passenger waiting platform. The first phase of construction is set to finish by 31 October 2027. The €9.8 million investment will enhance connectivity between two key areas of the city. Once complete, the tunnel will offer safer and faster crossings for all users. It also supports the long-term development of the Rail Baltica railway network.
