Minsk enforces air conditioning rules for public transport by 2031

Minsk has introduced new rules for air conditioning in its public transport fleet. The city is also working to modernise its vehicles, with plans for a younger and greener fleet by 2031. From May 1 to September 30, public transport vehicles in Minsk must use air conditioning when temperatures reach 20°C or above. However, buses without it can still operate in extreme heat, as the requirement is not mandatory under Council of Ministers Decree No. 147.

Currently, 669 city buses, 280 trolleybuses, 23 electric buses, and 20 trams in Minsk already have air conditioning. The city’s fleet includes around 1,500 vehicles in daily operation. Air conditioning is now a standard feature for all new additions to the fleet.

By January 1, 2031, Minsk aims to reduce the average age of its fleet to 7.3 years. The share of electric ground transport is also expected to grow to 53.7%. The new air conditioning rules apply only during warmer months and do not force older buses off the road. The city’s long-term plan focuses on a younger, more sustainable transport system with a higher proportion of electric vehicles.
