Cebu's Bold Move: A New Era for Public Transport in 2026
Cebu is set to become the first local government in the Philippines to launch its own service contracting program for public transport. The initiative, funded by a P20 million grant from the Department of Transportation (DOTr), aims to improve safety and efficiency for daily commuters across the province. The new system will replace the old 'boundary system' with a subsidy model tied to public service performance. Unlike the national 'Libreng Sakay' scheme, this program will not offer free rides but will instead focus on structured, demand-driven routes.
Smart bus stops will be introduced based on passenger demand data gathered during a survey on March 30 and 31. Buses will only pick up and drop off passengers at these validated locations, streamlining operations and reducing congestion. Before the program’s planned launch on May 15, 2026, a Memorandum of Agreement (MOA) must be finalised. The DOTr has requested that the Land Transportation Franchising and Regulatory Board (LTFRB) be included in the deal. Additionally, the Cebu provincial board must pass a resolution to make the agreement official.
Once fully implemented, the program will mark a shift in how Cebu manages its public transport network. The changes are expected to create a more organised, data-backed system for residents relying on daily bus services.
