VRR: Major Issues with Replacement Buses Between Cologne and Hagen - Cologne's rail replacement buses fail commuters amid overcrowding and cancellations

The replacement bus service for the closed Cologne–Wuppertal–Hagen rail line has faced sharp criticism. Oliver Wittke, head of the Rhine-Ruhr Transport Association (VRR), called the operation wholly inadequate after months of disruptions. Commuters have reported frequent cancellations and overcrowding since the railway shut down for modernization.

The rail line between Cologne, Wuppertal, and Hagen closed in February 2023 for five months of upgrade work. Around 200 replacement buses were introduced, with some running every ten minutes to mimic S-Bahn schedules. Others operated as express services via motorways, connecting only major stations.

Despite these efforts, problems quickly emerged. The VRR received numerous complaints from travellers and conducted test runs, revealing significant flaws. Small buses were often used on the RE13 route instead of the planned articulated buses, leading to overcrowding. Staff shortages due to illness also forced cancellations, even during rush hour.

Cancellation rates have stayed between 3.5 and 5 percent, a figure Wittke described as unacceptable. The VRR had already increased the number of buses beyond original plans, but issues persisted. The line is set to reopen on July 10, 2023, after the modernization work is complete.

The VRR has acknowledged the ongoing failures of the replacement service. Commuters will continue relying on buses until the rail line resumes operation in July. Until then, delays and cancellations remain a daily challenge for thousands of passengers.
