EU Adopts Bold New Rules to Boost Sustainable Transport by 2026
The European Commission has adopted a new set of rules to promote greener transport across Europe. Announced on 17 March 2026, the measures aim to shift both passenger and freight travel towards more sustainable options. Two key instruments—the Land and Multimodal Transport Guidelines and the Transport Block Exemption Regulation—will govern how EU countries can fund these changes.
The updated framework replaces outdated 2008 rules that focused only on railways. The new LMT Guidelines set clear conditions for approving State aid, ensuring support goes to cleaner transport modes like rail, inland waterways, and multimodal networks.
Under the *Transport Block Exemption Regulation* (TBER), certain aid categories in these sectors will no longer require prior EU approval. This simplification speeds up funding for projects that meet sustainability goals. Both instruments take effect on 30 March 2026, with the TBER remaining valid until 31 December 2034 and no fixed end date for the LMT Guidelines. So far, no EU member state has announced specific funding plans under the new rules. The Commission's adoption marks the first step, but implementation will depend on national governments rolling out compliant schemes after the guidelines become active.
The new regulations provide a long-term structure for funding sustainable transport. By cutting red tape for certain aid types, the EU hopes to accelerate investment in greener travel options. The framework's success will now rely on how quickly and effectively member states put these measures into practice.
