Kazakhstan Launches 'Altyn Visa' to Lure Investors and Skilled Workers

Kazakhstan is stepping up efforts to attract skilled workers and investors as part of a broader plan to modernise its migration policy. Officials recently gathered at a roundtable to discuss new measures, including a special visa programme and simplified procedures for foreign professionals. The Human Resources Development Center hosted a roundtable where the focus was on recruiting highly qualified specialists. First Deputy Minister of Labor and Social Protection Yerbol Tuyakayev explained that these changes align with the Head of State’s decree to update migration policies.

Kazakhstan already allows visa-free entry for citizens of 87 countries, with over 16 million foreign visitors recorded last year. Now, the government plans to introduce a new 'Altyn Visa' aimed at strategic investors and in-demand professionals. This visa will offer a pathway to long-term residency after a period of employment or investment, along with tax benefits and access to state services. The Ministry of Labor has proposed dividing foreign nationals into four categories: business migrants, highly skilled professionals, mid-level specialists, and domestic workers hired by individuals. Each group will have tailored visa rules based on qualifications, purpose of entry, and length of stay. To streamline the process, the ministry will simplify administrative steps, launch a unified digital platform called QazETA, and adopt a 'one-stop shop' approach for government interactions. Anna Alshanskaya, Head of Economic Policy Analysis at the Kazakhstan Institute for Strategic Studies, noted that migration is increasingly seen as a key tool for economic and demographic stability. The International Organization for Migration (IOM) has also expressed support for Kazakhstan’s initiatives to attract investors and skilled workers.

The new measures aim to make Kazakhstan more appealing to foreign talent and investors. With the 'Altyn Visa' and simplified procedures, the government expects to strengthen its workforce and boost economic growth. The changes reflect a broader strategy to modernise migration policies and improve administrative efficiency.
