Public Discussion on Far Eastern Development Strategy Held in Magadan
Magadan hosted a public discussion on the draft Strategy for Socioeconomic Development of the Far Eastern Federal District through 2030, with a forecast extending to 2036. Organized by the Federal Autonomous Research Institution "Vostokgosplan", the event took place on April 17, 2026, as a strategic session attended by representatives of government agencies, the business community, academic institutions, and civil society from Magadan Oblast.
To refine the document, participants divided into five thematic working groups. Over two stages of deliberations, experts identified the region's key goals, challenges, and opportunities, then proposed specific initiatives for integration into the federal strategy.
Following the discussions, Magadan Oblast put forward the following recommendations:
Economy and Investment
The region proposed establishing the "Kolyma" Advanced Development Territory (ADT), upgrading technology for rare-earth metal processing, and revising federal regulations on state business support to set separate, achievable thresholds for enterprises in northern regions. These measures aim to double capital investment and increase the share of high-tech industries in the regional economy to 40%.
Human Capital and Social Sphere
To stabilize population numbers and improve quality of life, the region suggested creating three world-class competence centers: one focused on ecology and climate, another on studying public perception of the region (including youth), and a third on food product quality analysis. The strategy should also incorporate a regional workforce development plan, accounting for differences in legislation governing migrant and local labor, as well as a creative industries strategy tailored to the needs of visitors.
Science, Technology, and Workforce
Experts called for accelerated modernization of research infrastructure, including the establishment of an analytical center, a mining and chemical laboratory, a deep metal processing plant, and the Eastern Genetic Selection Center for Salmon. Priority was given to developing a scientific mentorship system and creating conditions to commercialize research from the North-Eastern Interdisciplinary Scientific Research Institute of the Far Eastern Branch of the Russian Academy of Sciences (SVKINI FEB RAS) and North-Eastern State University.
Infrastructure and Energy
Key infrastructure proposals included building a railway from Yakutia to Magadan and constructing the Ust-Sugoy Hydroelectric Power Station. These projects are designed to ensure the region's energy security, eliminate generation constraints, and lay the groundwork for future investments, including the development of data centers.
Spatial Development and Tourism
The proposed strategy includes implementing Magadan's master plan with full funding for all initiatives, modernizing key outlying settlements beyond the regional capital (such as Susuman, Yagodnoye, Tenka, Ola, Seimchan, Evensk, Omsukchan, and Palatka), establishing a marine tourism hub, and systematically promoting Magadan Oblast's tourism offerings and regional brand at both federal and international levels.
All submitted proposals will be reviewed and organized by experts at the Federal Autonomous Research Institution Vostokgosplan and forwarded to the Strategy Development Project Office for analysis and inclusion in the final version of the document.
Residents and organizations across the Far East may continue submitting suggestions via the official interactive portal. The deadline for proposals is May 31, 2026.
