Mexico City Tops 2025 Global Traffic Congestion Rankings Again
The latest TomTom Traffic Index has ranked 492 cities worldwide based on congestion, travel times and speeds. The 2025 report highlights where drivers face the worst delays—and where improvements have been made.
Mexico City tops the list as the most congested city globally, with drivers losing hundreds of hours in traffic each year.
Mexico City leads the rankings with an average congestion level of 75.9%. Drivers there waste around 184 hours stuck in rush-hour traffic annually. Dublin follows closely, with 72.9% congestion and 191 hours lost to jams.
Los Angeles is the highest-ranked US city, showing 59.8% congestion and 83 hours of delays. In Europe, Lyon stands out as France’s most congested city, with a 47.2% congestion rate and drivers spending 121 hours in traffic during peak times.
France itself ranks as the 24th most congested country in Europe, averaging 20% congestion. The report covers 29 French cities, most of which saw a slight rise in traffic delays compared to 2024. Toulon was the exception, where journey times improved after motorway widening reduced congestion from 34% to 31%. Paris also saw a drop, from 44% to 40%.
The worst traffic days in 2025 fell on public holidays and long weekends, when roads were busier than usual.
The TomTom Traffic Index provides a detailed look at global congestion trends. While some cities like Toulon have made progress, others—including Mexico City and Dublin—continue to struggle with severe delays. The data helps drivers and planners understand where traffic problems are most acute.
