Russian Ministry of Transport Order No. 414, Dated November 25, 2025, Approves Federal Aviation Regulations on Air Traffic Control Radio Communications in the Russian Federation

Russia overhauls aviation rules with stricter air traffic control standards

The newly adopted Federal Aviation Regulations govern mandatory radio communication procedures between aircraft crews and air traffic controllers, as well as air traffic service (flight control) units operating within Russian airspace. The rules also apply to ground maneuvers on airport aprons and the movement of transport and aerodrome vehicles, aiming to streamline, shorten, and enhance the reliability and quality of voice communications.

These regulations do not cover radio communication protocols or phraseology used by state aviation and experimental aviation crews within their designated airspace, nor do they apply to ground service personnel at state or experimental aviation airfields when coordinating vehicle operations on the airfield.

The order remains in effect until March 1, 2032.

The previous Ministry of Transport Order No. 362, dated September 26, 2012—"On the Approval of Federal Aviation Regulations for Radio Communications in Russian Airspace"—along with its subsequent amendments, has been declared null and void.
