Russia to Ease Hand Luggage Rules for Baby Food and Breast Milk by 2026

Russia's Transport Ministry is set to relax rules on carrying liquids in hand luggage. The change will allow passengers to bring baby food and breast milk in containers larger than 100 ml. The updated regulations are expected to take effect in 2026.

At present, liquids in cabin baggage must be in containers no bigger than 100 ml, with a total volume of no more than one litre. The ministry's proposed revision will make an exception for baby food and breast milk, permitting quantities needed for the flight's duration.

The draft document is currently under review by relevant agencies. Once approved, the new rules will align with practices already adopted by some airlines. Pobeda, Red Wings, and S7, for example, already allow baby food in containers exceeding the standard limit.

No Russian airlines, however, have officially permitted such exemptions before the ministry's planned regulation change. The final adoption of the revised rules is scheduled for 2026.

The updated policy will let parents carry sufficient baby food and breast milk onboard without the usual volume restrictions. The change aims to ease travel for families with young children. Official implementation is still two years away.
