Russian port fined for illegal coal shipments without permits

A Russian stevedoring company has been fined for operating without proper environmental approvals. Posyet Commercial Port JSC handled coal shipments at the port of Posyet despite lacking valid permits for its activities. Authorities later confirmed the violations and took legal action against the firm. The Primorsky Transport Prosecutor’s Office discovered that Posyet Commercial Port had been transshipping coal without a current state environmental review. The company’s previous approval had expired, leaving its bulk cargo operations in breach of regulations.

An investigation found that the port had conducted transshipment in Russia’s internal and territorial waters without the necessary economic activity permits. As a result, the prosecutor’s office issued a formal notice to the company’s management. The firm was held administratively liable under Parts 4 and 5 of Article 8.13 and Part 1 of Article 8.4 of the Russian Code of Administrative Offenses. A total fine of 150,000 rubles was imposed. Following the penalty, Posyet Commercial Port obtained the missing documentation and corrected its environmental violations.

The company’s operations are now fully compliant with environmental laws. The case highlights the importance of maintaining up-to-date permits for bulk cargo handling. Authorities confirmed that no further violations have been recorded since the corrective measures were taken.
