Tallinn faces months of traffic chaos as major roadworks begin this spring

Tallinn is bracing for months of traffic chaos as major roadworks and transport upgrades get underway. Several key projects, including the long-awaited tram reconnection to the airport, will disrupt travel across the city this spring and summer. Drivers and commuters can expect delays as construction ramps up in multiple areas at once.

Work on the Hipodroomi intersection began this week, immediately causing heavy congestion. The project, part of a broader upgrade, will take up to 18 months to complete. Nearby, only a 700-metre stretch of Liivalaia Street will be resurfaced this summer, though no tram tracks will be added.

The first phase of Peterburi Road’s reconstruction is set to finish in November. Meanwhile, plans for the Kristiine transport hub are advancing, with design work expected to start soon. However, the Endla Street tunnel project has hit a snag—disputes with rail operator Elron have pushed construction back to at least next year. After nearly three years without service, the tram line to Tallinn Airport is finally nearing completion. Officials have confirmed that trams should resume running in July, easing access for travellers.

The city’s transport network will face prolonged disruption as projects stretch into late 2025. While the airport tram reconnection brings relief, ongoing works on major routes will keep traffic slow for months. Commuters are advised to plan extra time for journeys during peak construction periods.
