Vietnam and Russia team up to expand Hanoi's metro network
Hanoi and Ho Chi Minh City are expanding their metro networks with support from Moscow's expertise. A recent meeting between Vietnamese and Russian officials focused on sustainable urban transport, including Hanoi's ongoing Metro Line 2 and planned Line 3. The discussions took place during Prime Minister Pham Minh Chinh's official visit to Russia from March 22 to 25.
The talks were hosted by Vyacheslav Manuilov, Moscow's Acting Minister for External Economic and International Relations. Representatives from Hanoi and Ho Chi Minh City, including Vice Chairman Truong Viet Dung and Vice Chairman Bui Xuan Cuong, attended the trilateral session. Both Vietnamese officials highlighted Russia's progress in smart urban transport, particularly its metro systems.
Moscow offered to share its experience in building, managing, and operating metro networks. The two sides explored specific cooperation programmes to improve technical infrastructure and promote sustainable transport solutions. Hanoi is currently constructing Metro Line 2, which began in October 2025, and has planned Line 3 (Nhon – Hanoi Station section) as part of a long-term vision for 15 metro lines across the city. The discussions aimed to strengthen collaboration between Moscow, Hanoi, and Ho Chi Minh City. While exact details on how many lines are under construction versus in planning remain unclear, the focus was on practical support for Vietnam's metro development.
The meeting resulted in a commitment to deeper cooperation in metro infrastructure. Hanoi's ongoing and future metro projects could benefit from Moscow's technical knowledge and operational experience. The talks also set the stage for further joint efforts in sustainable urban transport.
