State Duma Allows Driving Buggies and Amphibious Vehicles with Regular Driver's License

Russia eases off-road driving rules for standard licence holders

The State Duma has passed a new law expanding the rights of drivers with standard licences. It now allows those with B, C, and D categories to operate off-road vehicles and buggies without additional qualifications. Senators Andrei Kutepov and Alexei Sinitsyn sponsored the legislation. Under the new rules, drivers aged 19 and over with at least one year of experience can now use off-road vehicles. These must weigh no more than 3.5 tons and carry a maximum of eight passengers. The law focuses on safety and rental regulations for these vehicles.

Drivers will be able to rent and operate off-road vehicles with their existing licence. However, they must first complete mandatory instruction provided by the rental company. The government retains the authority to set further rules for rental agreements. The amendments simplify access to off-road driving for many licence holders. They also ensure rental companies provide necessary training before vehicles are used. The law has now passed its final readings and will take effect.
